I personally think that this was a heroic act by the residents of Saint-Petersburg when they won that war against the government's plans to build the "Oxta-Center" skyscraper right in the middle of the city. The government caved in to the protests and the future skyscraper's site was moved to the outskirts. Now it's called "Lahta-Center" (you can see it at 1:08) and can still be seen from many spots in the city, but it doesn't spoil the city's most beautiful sites as much as it would have definitely done had it been built in the center. The biggest damage, however, would have been not the skyscraper itself, but all the following construction projects that would have followed the suit and started building other skyscrapers nearby. That would have ruined the city's unique architecture and turned Saint-Petersburg into what Moscow looks now.

Besides, I never claimed that the government was planning to build it exactly in the historical center of the city. It is just that it would have been seen from all major spots in the historical center, thus, giving the "right" for other similar constructions near it and eventually destroying the unique harmony of views from the center. The "skyline" of the center would have been lost. Besides, if you compare the place of "Oxta-Center" with Laxta, you will have to admit that the latter is much farther away from the city center.
