  2.  @jimlewis2395 The original racket was to funnel money to corrupt law enforcement and corrections schemes. There’s no way they’d make anything close to what they did off locking up users and small time dealers. Users were the bulk of it and the small time sellers aren’t anywhere near as common now. If you’re that broke you can just grow your own
