  2. First: the man has done a crime with a weapon involved, possible a gun. Second: if he cause an accident he will not stop, so one or two of the following police cars are needed the help the victims. And that can happen several times in chase. Third: they need some cars to box him in, if possible. Fourth: If things run out of hand on the freeway, the need several cars to block the road so innocent people does not run into a stand off, or shooting.
