Currently there is no "high command" as the party is being led by an "acting" and not elected party president. Such individual can issue no commands as she is merely a caretaker till full time president is elected by the party members. So such diktats which are against the rules of the party, are null and void.

@ht5389 "Acting President" is not a full time President therefore has limited power and authority till a full time President is elected. So, such individual cannot be "acting" as an "acting party president" for more than 3 months. She has been in this acting capacity for more than 3 years which shows the farce Congress has become in a large diverse subcontinent like India.
