Fact is, India was not supposed to be governed centrally by one political party but as a union of autonomous states with only few activities being governed centrally. This plan was called the 1946 cabinet mission plan accepted by both Congress and Muslim League but vehemently opposed by business houses from the princely states profiteering in British India. As Congress was funded and guided by these business houses, Congress had to withdraw its consent to the cabinet mission plan. Withdrawal of Congress from the cabinet mission plan led to the demand for Pakistan and the partition of Bengal and Punjab. India and Pakistan are basically a union of nations and not one nation. This is the reason why people of one state differ significantly from people of other states. This is the reason why the 1946 cabinet mission plan was the perfect model for governing a subcontinent like India.

It is not only limited to language but a fight for equality. India is a union of states but is being governed as a nation state. This is the biggest flaw in the way India is governed. Instead of central government being built up of representatives from every state in the union of India it is always monopolized by one party representing the Hindi belt. Ergo, the language war is also spilling into the number of seats in the parliament and proper sharing of resources. This if not handled properly may lead to India's 1971 where Bangladesh broke away from Pakistan for exactly the same reasons.
