If you think about it? He either didn't have any really good dirt on anyone (if he did? How did he get convicted? How did he get prison time?)... Or... He was allowed to continue as a "Fixer" from prison and lived a rather comfortable life while doing so... On the taxpayers' dime, protecting him from those who might do HIM hard.
