  1. In the west, investors and shareholders have most control over a company. This isn't much different when it comes to wars. Yes a company could technically do something against the interests of the shareholders, but then usually the CEO goes to jail in that case. Similarly Ukraine could technically just stop fighting. But the US wouldn't be very happy about it.

  2. Diplomacy, pacts and deals are never meant to last forever, literally everyone knows this. Stalin was also planning for war with Germany, not to mention the official reason why the Germans invaded Russia is because the Russians were supplying arms to Commies in Yugoslavia in contradiction of the Molotov-Ribbentrop pact.
