Also whatever made home ownership highly affordable in the '70s also needs to be replicated, even if means taking human rights away from wealthy house flippers. Make strict laws against union busting. Life in solitary confinement for politicians who try to pass anti-union laws. Since politicians are social animals, solitary confinement will be especially cruel a punishment and they'll just slowly wither away and die from loneliness.
