It's not going broke. Republicans just don't want to fund it anymore. This way it goes to rich people. Republicans talk about welfare going to people who didn't earn it but ignore all the money going to rich people who didn't earn it. Hypocrites. It's like the divine right of kings. The laziest people who inherited a fortune from their family earned it because they were born into it. If you weren't born into it, tough noogies.
