  1. Healthcare spending will increase with our ageing population and new treatments and expensive drugs becoming available. So why aren't we following what we did with tertiary education? There we introduced student loans. Couldn't we introduce healthcare loans for the elderly. These could then be repaid from their estate when they die or be written off at that stage if their estate is not large enough. Similarly, student debts can be written off.
