  1. The fiction that Richard refers to is so embedded with the public that probably most politicians and Bank of England staff just accept it. Many may well believe the fiction, it probably never crosses their mind and those who are aware of reality are not brave enough to stick their head above the parapet. Their own job security is more important for them.
