Intel can make a chip up to 10 nm, Samsung's 5nm is having an overheating issue, and it contains fewer transistors than TSMC's, which makes Samsung's 5 nm more like Tsmc's 7 nm but not 5nm from TSMC. So Intel must be outsourcing cutting-edge CPU to TSMC to survive; TSMC is making 3 nm from last month. As to IBM, it's a lab technology that can't be produced on the production line until 2024; in chip manufacturing, mass production is more difficult and is the key to winning and losing. And by 2024, TSMC's 2 nm must have been shipped for some time. So IBM is not even close in this sphere. The 20 billion investment of Intel aims to make a lower-end chip for carmakers.

The only fab of TSMC that is losing money is located in New York, the cost is too high to build a fab in the US, and the US does not have many chip engineers and talents; factories in the US will need to transfer a lot of engineers from Taiwan. So the cost will be just too high to be bearable. But TSMC still decides to build factories in Arizona because the US is our big brother. So we team up with the US against evil China.

S888 has equipped with Samsung 5 nm, but performance is worse than 7 nm from TSMC, Samsung's 5 nm is not performing well, but TSMC is producing 3 nm from last month. Samsung as backup is just not a good idea.
