China is currently an importer of semiconductors, not an exporter. China imports more than $300 billion in semiconductors each year, and Taiwan's annual trade surplus with China of nearly $200 billion comes from semiconductor sales. China's largest semiconductor company, SMIC, whose earnings report revealed that half of its revenue comes from 65nm, China is currently unable to manufacture cutting-edge chips.

Construction time should not be a consideration factor. The lack of talent is the fatal point. Chip factories need a large number of highly educated semiconductor scientists. Most of the world's semiconductor talent is in Taiwan. It took Taiwan decades to develop so many knowledgeable semiconductor talents. Intel is currently vigorously poaching Taiwanese talents. As long as a TSMC engineer is poached, Intel will give a reward of US$8,000.
