There is no stick. No one can preemptively invade NK without sacrificing about 250,000 civilians in Seoul alone.
All the generals and military analysts know this. It’s not even a secret that the Pentagon has been telling every President for the last 50 years that it is just not a move that the US can make.
So what should Trump do?
He should avoid insulting the Kim regime, but he already did that.
He should stop undermining the alliance with SK. But he already did that.
He should stop undermining the NATO alliance. But he already did that.
He should stop emboldening NK by giving Kim a huge propaganda victory totally for free. But he already did that,
He should stop handing Russia and China geopolitical power by lauding their leaders and their repressive regimes and undermining the rule of law in the US. But he already did that.
He should stop cow-towing to Kim by calling off defensive military exercises without even consulting SK. But, oh, he already did that,
Note, that last one has a huge sting in the tail as well.
When, after several months, it becomes clear that Kim is doing absolutely nothing to denuclearise (and remember, he has made no binding promises to do so whatsoever) and the US decides it wants to restart the exercises, THAT will be portrayed by NK as a highly provocative action by the US and SK. That will cause a whole new crisis. NK will go completely batshit crazy and stat firing missiles all over the place and detonating nukes. It will probably invade a few SK islands for good measure (it has done that many times before).
AND IT WILL BE TRUMP’S FAULT FOR NEEDLESSLY STOPPING THE EXERCISES IN THE FIRST PLACE.
Trump is an amateur who was completely unprepared and got completely played.
