Ukraine fertility rate declined below replacement rate since 1990 however in order for a demographic crisis to take effects you have to wait 30 years at least of low birth rates Imagine if you stopped charging your phone after it reached 100% of battery, You can still use it for few hours even without recharging But eventually without charging it will run out of energy The same applies for fertility rate if it continues to decline for long then eventually it will cause a crisis

  20.  @travis8895  The fertility rate refers to the average number of children born for every woman In USA it's 1.6 child per woman Most mothers have 3 or more children so the fertility rate is low not because women who have children have less than 2 on average but because most women are childless Now when you consider that the fathers percentage is always lower than the mothers percentage (since a man can have children with multiple women)then 25% is close to reality
