Fertility rate doesn't depend on men nor it takes them into consideration It's about the average births per woman The thing is it doesn't matter if men want marriage or children or not It's about whether women want children or not and if they will get them or not Besides if you can beat men to be soldiers (like Ukraine does) then they can also beat women to have children but that's a bigger hustle than dealing with low birth rates There's only 1 way to get high birth rates without forcing women and that's by aborting most male fetuses and keep females so the gender imbalance will get more births in the next generation
