I agree. No one should be able to vote themselves largesse from the public treasury unless they pay into the treasury. The founding fathers foresaw this danger. Of course, in the old days before income tax, the government sometimes made everyone pay a head tax, like the one that got Henry David Thoreau thrown in jail for nonpayment. (As an aside, this incident proves that head taxes weren't always payment for the privilege of voting as some assert, since that head tax had nothing to do with paying to vote. Otherwise, he would only have been barred from voting, not arrested.)
