  2. Where to start? There's graft and fraud; about 30% of all government funds are lost to corruption and that's at all levels. That percent hasn't changed in 50 years at least. Then there's the bureaucracy, which is a money pit; 80% of the funding for government programs just goes to fund the bureaucracy. There's not much left over to actually accomplish something.
