The reason that the Los Angeles area doesn't have water is because of the law preventing snow and rain water from coming down through northern California because of "environmentalism." Government regulated environmentalism is also the reason why dry brush and dead trees aren't cleared away from buildings. So now you have a government-created situation where fires burn down homes and businesses and there's no water to fight them. Big government at work.
