England went through a very long period of time when neighbors used to attack each other in a regular basis (see the Paston Letters, where Mrs. Paston tells Mr. Paston to "send weapons" to defend against the attackers). Squatting in its current form has been a problem for a number of decades due to laws that prevented homeowners from protecting their own property. Now businesses are prime targets. London passed a law allowing businesses to shut off the utilities on squatters, but it looks like Camden hasn't.
