I would have ended this immediately. With a stick. Edit: That was a ridiculous risk to the public. Second edit: I carried a two foot fiberglass nightstick at ALL times in the 1970s and '80s. It destroyed car windows with a single swing every time. All we had was a gun and a stick. The stick was used in almost every apprehension. I don't understand how cops today can get out of their cars without one.
