Trump is a Common Criminal through and through. He naturally assumes everyone else is a criminal too... but just not as clever about it as he is. Trump can't imagine someone simply paying their fair share of taxes without trying to cheat. He can't imagine paying his bills without trying to stiff some honest person. Life is Trump vs everyone else, there are no laws or rules, and everyone he cheats is a sucker.
