  4. Putin must know any use of nukes will start a series of responses and counter-responses such that all out nuclear war is practically certain. The West can't just back down and do nothing because that would allow Putin to use nuclear blackmail repeatedly to get whatever he wants. The other thing Putin has to consider is if the West detects movements of nuclear weapons or them being placed on a heightened state of readiness, it may lead to the West initiating a preemptive strike. There is definitely a plan for this and it has been war-gamed. If Putin and his generals have any sense of self-preservation they should stay well away from playing with nukes.
