  1. If China intend to step up and defend their shipping routes theyre going to need two things: a powerful blue water navy and easier access beyond the first chain of islands. The latter could be achieved by regaining control of Outer Manchuria. I wonder if the current ruler of Outer Manchuria would be capable of defending it if the Chinese came calling?
