  3.  @MrDuncl  U.S. federal law prohibits the reception of cell phone transmissions. That is why scanners sold in the U.S. have the cell phone freqs blocked. A cell phone repair shop would not have the need for a scanner. Of course the intelligence agencies have access to these freqs.
