  3. This is not a serious effort. In contrast - since 2009 China installed 25,000 Miles of Electrified High Speed Rail. The Standard of the World. Billions of passenger trips. Billions of Passenger miles. That is a serious effort. The USA is a Laggard in this Green Transportation mode.
