Perhaps, perhaps not. Thinking about modern Aeroplanes – They are for a large part glued and taped together to have enough structural flexibility not to break apart under the strong pressures. Ships have been floating on water for centuries – To consider something that floats on water is not a bad idea overall when working with water‚ it is just that the scales are getting massive and huge and then comes the challenges of making connections that are watertight and flexible meanwhile built from steel and concrete. On the other hand, most if not all "modern" structures of large scale like skyscrapers and bridges already have a lot of flexibility – We are talking many meters of contraction and expansion depending on the heat and the wind. We assume that these massive structures are solid when in essence they are more like "Bamboo" – Immensely strong but very flexible at the same time. The advanced design and engineering capacity of the human race in 2018 are immense and I am sure that Norway will find the right solutions for its challenging infrastructure network. There is a huge knowledge from Oil drilling platforms and from other tunnel and bridge systems in Scandinavia – most of the expertise is within range, and the rest can be brought in by plane :D.
