  1. A foreign government could do it in return of other promises on the behalf of the USA - eg Saudi Arabia could do it and ask for US military security in return. Russia could do it in return of US withdrawal from NATO but it would be given on assuming that Trump becomes the next US president. Surely nobody will give this money without asking something in return.

In the case Trump gets money from foreign governments to make the bond, then he will be compromised as a presidential leader - one can’t lead a country while having huge amounts of personal depth. Nobody of the possible candidates that could provide the cash would do it for nothing, nobody sane would do it for nothing, so it would lead to deals made on the behalf of the USA and tax money to cover personal depth - that surely is a very dangerous path to walk. A president in so much personal depth is a compromised president that regardless of political views can’t act in the behalf of the people he or she represents.
