  3. "It is each individuals responsibility to change their bad behaviour." If they do not know their behavior is bad, they will not change it. "Do not cast it to a specific demographic." Do not ignore the socialization of males, which leads them to understand such behavior as acceptable.

However, I don't think the post-office experience she described is at all rare. It may seem that way because it goes unreported. And simply because it's never happened to you does not really mean it's a rare occurrence.
