  1. Communism dies by itself, there's really no need to worry. Maintain sanctions against the cuban government, facilitate the free exhange of goods, and simply allow the people to realise where the future lies.

  2. Sanctions against the government, that is to say do not engage with the cuban government, but do not sanction imports/exports. The cuban government is of course engaged with the economy and would benefit from import/exports, but I'm talking specifically direct engagement at a formal, diplomatic level. Then Zavi, cuba will exhaust it's list of creditors within a few years and will face declining living conditions until a point the young either outthink the cuban state or leave for better pastures.
