  1. ​ @glumreaper8885  In many instances developers help set the rents of the prospective tenants. They are incentivized to push them as high as possible because they usually get a percentage of the rent (as compensation for building). New housing en masse might have a net effect on prices, but at the moment we basically have rent control in reverse.

  2. Not really easy right now and no easy way to solve it besides massive government subsidies. Labor is too expensive (by the standards of developers) to make a hefty profit. The only way they can stay in the black is if they commit to luxury high-rises or opt to repair existing homes (which has zero overhead and is much more profitable). So unless we start subsidizing new construction, housing will always be scarce and expensive.
