@saahiliyer11 Well, there isn't much of a way around it. You either enforce a religion, or you don't. If you don't, you have to make sure that no religions can be enforced in the public sphere. For example, if a country has a secular government, but a Christian population (like the US), the country is no longer secular when the Ten Commandments are posted outside of courthouses, or Christmas trees are out on display in public squares. The government might not put any religion down, but by allowing one of them to dominate (even if most people believe in it) it stops being explicitly secular.
