@AlanBarronGamersonly1234 At least that's easier to address. Vodka is part of Russian culture, you can't just take it away. But heroin and crack are easier to take away, because Mexicans haven't been using crack since 900 A.D.. It's not in your blood, thankfully. Good luck to Mexico, I hope all drugs are legalized there so the crackheads can get clean drugs (better chance of surviving if it's not laced) and clinics so that they can go to rehab safely. Also I personally think out-selling the cartels is the best way to beat them. They get their guns with money, they make money by selling drugs. Take their drug money away (by selling at cheaper prices than them) and they will fall.

@arima_song Eh but compared to places like Dagestan, those three cities are heaven. To be fair America has the opposite problem: it's cold and sterile here. The suburbs are "prosperous" but there is nothing here but houses. What's the point of building a country you can't even live in?

@marko96 It's true, Chicago's coast is literally surrounded by a "ring" of ghettos. It's kind of frustrating, there's only a small slice of safe area in the whole city.
