@michaelkatz275 Regarding Yugoslavia: it doesn't matter what the alliance argued. The move was bad on principle. If NATO argued that it was justified in the bombings, then international law no longer applies. In this new world, who decides what is "justified" and what isn't? The whole point of international law is to take the unpredictability out of geopolitics. NATO shattered the nascent experiment by asserting its own will over the rest of the world's voices. They had not given it permission, yet it acted anyway. It set a precedent, and now it will have to face the new reality where its member states cannot use intentional law as a pretext to mandate other countries actions. Regarding the rest, I can only speak to Libya and Afghanistan. In both cases, NATO took direct control of the ISAF and led aerial bombings. In both cases, much of the damage was to civilian infrastructure and hundreds of civilians were killed. Amnesty International has condemned Western actions in those countries and the ICC issued arrests of US officials for war crimes, but this was dropped after heavy US lobbying.

@peterkilby1497 No one, yet. Is it out of the question to think, if the Ukrainians win, that they wouldn't attempt to get revenge for the early fighting in Kiev? They've violated US prrconditions for receiving weapons before.
