I think the one argument which is important to emphasize, that leaves pro-Western NGO reps flat on their face is— Georgia isn't pro-Russian. The government isn't pro-Russian. And if this law passes, the whole of Georgia still won't be pro-Russian. They're actually rather anti-Russian. Once that excuse is gone, what substantive argument can pro-Western people use to call the law 'undemocratic'? "It will be used to target journalists"? How? The registration doesn't leave them any more vulnerable to being shut down than the absence of the law would. In fact having this registration law would just add an extra step. The only real consequence the law introduces is heavy fines for failure to comply. And with the law so publicized, it's insulting to think that Georgians will automatically assume "foreign agent = bad" if they see the label added. They know it's just a practical designation, not a slander.
