The Clinton admin sought to "reset relations" (part of Brian's examples btw) with Russia after it won against Chechnya. It used that bought time to foster anti-government sentiment in post-Soviet countries through funding NGOs and various other initiatives. Hegseth's speech did make promises about NATO, but then again so did James Baker to Gorbachev— it did however emphasize the need for Europe to remilitarize itself while the US goes to contain China. It's not an especially difficult argument to make— Trump was forced by the foreign policy establishment (or 'Deep state', doesn't matter) to arm Ukraine even before the war started. He withdrew from nuclear treaties, too. Words are cheap, and Trump"a actions suggest a commitment— whether willing or unwilling— to contain any threats to the US' dominance. Russia is one, China the other. This is laid out in dozens of policy papers over decades, it's not a huge burden to prove or some big secret.
