He failed. So did Bush, Clinton, Bush, Obama, and Trump. You can't contain it. Open clinics to get addicts away from cocaine, and allow businesses to operate legally. If someone's gonna make money from it, it can at least be them, instead of cartels

  2.  @Seth9809  Exactly. But no country (courtesy of U.S. influence) wants to legalize drugs on a mass scale. China is paranoid about opium, Russia doesn't care, America is gridlocked and Brazil and India don't have the capacity or stability.
