@AlexanderReef Well... they did actually build all of the nuclear weapons. Even if Ukraine had them, they were useless without Russian command centers. So they had to give them back, or waste money on weapons that they couldn't even use.

@Tesla_Death_Ray Yes it was. And if it wasn't, why did the US continue to insist that NATO's doors remain open to Ukraine? Why did they increase covert military support and cooperation? Frankly, if it's Ukraine's choice alone whether to join or not, how can you even tell anyone that "Ukraine wasn't going to join"? Doesn't that reveal a level of power that the US has over the NATO decision-making process that it claims it doesn't wield?

@matt5977 "We agreed today that both countries will become members of NATO". Bucharest Summit 2008. Doesn't it seem odd that they would announce it ahead of time, when neither country had even started to reach the criteria for membership and— most importantly— most citizens of both Georgia and Ukraine didn't want their country to join? The lack of formality is actually part of the issue here. The US spent a lot of resources drawing Ukraine closer to the Western economic and political sphere following 1991. When Russia successfully did the same (pressuring Yanukovich not to take the EU deal), the US freaked out and (following the annexation of Crimea), de-facto turning Ukraine into a NATO member. If the US is willing to do things without a legal framework, then Russia will do so, too. Covertly train Ukrainian Armed Forces in Montana? Ok, we will support separatists in the east of the country. You can't secretly do things to your benefit and expect the rest of the world to abide by norms you yourself don't adhere to.
