  1.  @snare5903  No, not really. Russia (Yeltsin, rather, through Clinton) received a $10B loan to re-elect Yeltsin in 1994. This was both extremely illegal, and plagued with voter fraud in Chechnya. So, not very democratic either. Much like every other 'international' institution, it was set up by the US in the 1950s and so it benefits from not needing to play by any of the rules it set for others. Saudi Arabia got an IMF loan, for god's sake
