  1. Crimea is only different because it (arguably) did hold a legitimate referendum in 1994, with an option to stay in Ukraine and maintain the status quo. Outcomes roughly corresponded with population statistics (not the crazy 99% from 2014), and Russia at the time was far too weak to do anything in Ukraine, or anywhere else. One could also argue, far too focused on Georgia, and the relationship with Ukraine then was rather good.
