Israel wanted to keep the pagers ready in case of a war with Hezbollah, but they found the scheme out and the Israelis decided to use them anyway, just to do damage— without knowing who would be hurt. They activated them during the day, and turned them on to make sure whoever heard it would come close, maximizing the harm to them. It was absolutely targeted at civilians.
