How Germany and France could stop a project that doesn't even start ? For the moment, only Germany is interested for a new tank, which will be developed (and it's confirmed) by KMW and Nexter. France is not interested, the Leclerc is not even used at its full potential.
The Al-Khalid 2 is less armored, less mobile, has a less acurrate gun with far less efficient APFSDS than Leclerc and Leopard 2, it uses a French FCS and GCS (so French can develop better, if it's not already developed). So why France and Germany would buy a less powerful tank ?
Also, France and Germany largely have funds to develop a new tanks. France has founds to develop two UCAV, developed and bought 6 submarines for a total of 8 billions €, and it's in discussion to develop a new fighter aircraft and a new SSBN. Both programs are far more expensive than for a new tank.
For a comparaison, the Leclerc program's cost is 6 billions €, Rafale program's cost is 47 billions €.

The only European country which would replace their tanks is Germany, which will be developped by KMW and Nexter, a German and a French company.
Like Germany, France and Italy can develop their own tanks, responding specifically to their needs, so they will not buy tanks from foreign countries. And Spain is not interest for a new tank.
European countries will not choose the Al-Khalid, this tank is based on the Type 90-II, itself based on the obsolete T-72.
It has a 125 mm 48 calibre gun, NATO countries don't use 125 mm, and the lenght is too short.
This tank uses obsolete ammunitions, a Leclerc or a Leopard 2 can penetrate a bigger armor at 4 km than the Al-Khalid II at 2 km, even the obsolete Challenger 2 and the first vairants of Leclerc and Leopard 2 do better...
The tank is also far less mobile than a Leclerc, while the mobility is very important for the French army.
