  1. crisis is code for wanting money. northern states just want a piece of the federal money that the border states have been getting. the border states have cried crisis for so long they get alot of money. not the north has taken noticed, and the federal money that was just going to the border has to be shared. so with lost of money the border states have shot themselves in the foot for making it too big not to get noticed.
