The problem with that is that many Ukrainians in the '90s still saw Russia as a brother nation: it was only after Russia stole Crimea in 2014 that Ukraine began to develop a united and anti-Russian national identity: one which looked for inspiration to the old Organization of Ukrainian Nationalists. Much of Ukraine's old army (and even more so its navy) had then crumbled (or worse, defected to the Russian side), which is why the current Ukrainian Army's anthem is known as "March of the New Army". It's also no coincidence that this song was a variation of the OUN anthem "March of Ukrainian Nationalists", and that the Ukrainian military officially adopted the "Glory to Ukraine! Glory to Heroes!" call-and-response (which also has OUN origins) in 2018.
