  1. It's not the muscles themselves but the way they're wired up -- under normal circumstances our brains can only use a quarter of our muscles' theoretical power. The upside is that we have far more fine control of our muscles, which is why humans are the only animals capable of throwing objects accurately, among other feats of dexterity.

  2.  @Pluviophile218  The regulations which governed Titanic's lifeboats were written in a pre-radio era, when lifeboats were only useful at all if ship ran into trouble either within sight of land (in which case the lifeboats could ferry people to shore a bit at a time) or within sight of another ship (in which case you only needed enough capacity in the combined total of lifeboats).
