  1.  @johnutube5651  - Exactly. The rivers were blocked by the Soviets so the water could redirected to Uzbekistan in order for them to produce cotton that could be put on the export market. Unfortunately, modern Uzbekistan does not seem to share Kazakstan's desire to restore the lake.

  2. Strangely reminds me of the Salton Sea in California. The plight of the people living in that area is awful, too, and the California government ignores them because they are not politically powerful.
