  1.  @jimdecamp7204  - The only places I know of where ATC uses a language other than English is France and some Latin American countries where they use Spanish if the pilots are native Spanish speakers, however they'll switch to English for any foreign flights. It's probably not the best, or safest, way to do things, but it's just how it is.
