What you're seeing is a public broadcast on ADS-B or MLAT frequencies. Aircraft can, and do, turn their transponders off which take them off of these sites. If a military aircraft can be seen on Flightradar, it's because someone wants you to see it.

The MQ-9 can be outfitted with Stingers, so it does have an established air-to-air option that has been deployed. It first flew with the AIM-92 in 2002. It does, also, have the capability to load an AIM-9X, but I don't believe one has been operationally deployed with one. An MQ-9 did fire an AIM-92 at an Iraqi MiG-25 once, but the missile went astray.

The plane involved in the incident was a Su-27SM, not a Su-35. Granted, same airframe, but much different variant. Russia fields the Su-27SM, the Su-30SM and the Su-35S presently. The Su-34 is a side-by-side strike variant and the Su-33 is the naval variant that is not currently in use due to the lack of a carrier.
