The U.S. Operation Crossroads tests were something of a (much) smaller version of this. In one test, the bomb was detonated under water and in the other, it was dropped from a B-52. The point was to see how US Navy ships would survive a nuclear attack by the Soviets. Even after BOTH tests, a few of the ships (former German Navy vessels, ironically) actually survived, and a couple of USN ships were recoverable, though they were irradiated and would not realistically be able to ever return to service in a real war. The "Baker" bomb, the underwater part of this project, was detonated about 90 meters below the surface. So while I've never heard of any American doomsday nuclear tsunami bomb, we know the US has at least had an interest in underwater detonations.

Because they probably assume 29 of them will fail and the remaining one will need to be towed by a tugboat.

@taln0reich - The US actually will rely on SLBMs before ICBMs. But regardless, all of these systems (Patriot, S-300/400, THAAD, Prometheus/S500) have their limitations, not the least of which is the fact that they have to reload at some point. Enough launches will overwhelm these platforms. And it's also a misnomer that these ABM systems are ubiquitous. There are entire combat air squadrons tasked to find ways around the envelopes of these systems and destroy them (Wild Weasel). They're good for short-term area denial, but if a nuclear war is actually happening, it's going to happen.
