  1. It's worth noting that Spain has had a number of far-left governments in recent times. Generally speaking, left-leaning governments will push all resources to cities, where collectivist policies are more prevalent, and "punish" suburbs and rural areas. Same thing goes on in the U.S. and most of western Europe. It's ultimately about how much influence the government can have over the populace, and it's much easier to control people when they all live in one place, depend on the government for transportation, etc.
